Outsourcing
Apart from strategising service delivery and optimising its resources,
the Private Public Partnership (PPP) initiative allowed for collaboration
between MOH and private healthcare providers. This further enabled
the Ministry to reduce the backlog of cases as the result of the
pandemic. Identified patients had their care transferred to the private
healthcare sector. For this, non-Covid patients especially those
requiring cardiology and oncology treatments could receive complete
care at identified private healthcare centers. All cost for these patients’
treatment is borne entirely by the Ministry. This allowed for MOH
hospitals to allocate more beds for COVID-19 patients therefore
reducing the burden on MOH hospitals.
To do this, a series of engagements were carried out where various
aspects of the outsourcing implementation were discussed. This
included developing the criteria/priority of cases, payment limit as
well as the level of partnership that is possible to be established.
